Road Safety Audits


Every new scheme which will affect the layout of the highway is checked by means of a Road Safety Audit. Audits are required for works carried out by Essex County Council, private developers or other companies.

A Road Safety Audit is a systematic check of the road safety implications of the scheme and its possible impact on future road collision occurrences and their severity. The goal is to ensure that new works do not introduce a safety hazard on to the highway.
 
There are four Audit stages:
 
Stage 1 - Preliminary Design
This is often a paper-based exercise to establish that there are no fundamental flaws with the proposal and to check the existing collision record for the site.
 
Stage 2 - Detailed Design or combined Stage 1/2 Audit
The Stage 2 Audit requires a site visit to examine the impact of the design on the location.
 
If any problems are identified during Stages 1 and 2, the Auditor will make comment on the problems and make recommendation on how they could be overcome. It is then up to the scheme design team to make changes and resubmit their proposals, or to provide evidence of other actions which will remove or negate the problem.
 
Stage 3 - Post Construction / Pre-Opening
This stage of audit will review how the completed scheme operates by driving, walking or cycling along the new route (as appropriate) to identify any unforeseen problems that may have been missed during the previous stages of audit. The audit is undertaken when the scheme is substantially complete and preferably before the works are opened to road users.
 
Stage 4 - Review following 12 & 36 months after scheme completion
This final stage is a review of collision data for the scheme since opening to ensure that no unforeseen problems have arisen with the operational design and is a chance to correct anything that is having a negative effect on highway safety.
