The Team


Collisions and casualties on our roads can be reduced through education, training, publicity, enforcement and engineering (safety engineering).

Essex County Council has an in-house Safety Engineering Team:

Vicky Duff is the Traffic and Safety Engineering Manager, she manages four Safety Engineers and a Safety Engineering Technician.
 
Chris Whinney is the Senior Road Safety Engineer, he is responsible for Braintree, Chelmsford and Maldon Districts.
 
Barry Fix, Road Safety Engineer is responsible for Brentwood, Epping Forest, Harlow and Uttlesford Districts.
 
Simon Stubbings, Road Safety Engineer is responsible for Colchester and Tendring Districts.
 
Gary Webster, Road Safety Enginner is responsible for Basildon, Castle Point and Rochford Districts.

Dian Van Eyck is the supporting Safety Engineering Technician.
 
The core objective of the Safety Engineering Team is to contribute to casualty reduction on the roads of Essex through analysing collision data to identify specific locations of high risk and then implement engineering solutions. The team undertakes the following key activities in order to achieve this objective:
 
  • Collision Investigation, leading to the development of an annual programme of Casualty Reduction Schemes.
  • Undertaking Road Safety Audits for new highway works.
  • Monitoring the effectiveness of road safety interventions.
  • Contributing to the production of new or revised policies affecting road safety.
  • Detailed investigation of all fatal collisions that occur in Essex.
