ECRB Intervention Plan – what is this?

The Government set the target to achieve a 40% reduction in all KSI (killed or serious injury) casualties from the 1994–1998 average baseline by the end of 2010.

Following an increase in KSI casualties in 2003, this target was not being met in Essex. To address this, the Government agreed a challenging Public Service Agreement (PSA) target to bring Essex back in line by 2007 (PSA2) to fewer than 842 KSI casualties.

The casualty figures are being closely monitored - but despite a reduction in the number of slight casualties, KSI casualties remain higher than expected.

This Intervention Plan was been developed to get Essex back on target in 2007. It sets out a combination of activities which research has shown can effectively reduce road accidents and casualties.

The Intervention Plan initiatives are in addition to the work set out in the Road Safety Strategy (www.essexcc.gov.uk).
